UPU and RPU v34

UPU and RPU 34 are available on GitHub.

This is a purely bug fix release. Most notably, localized splash screens can actually be seen now, and installation on latest GoG release works fine.

In other news, sfall is updated to 4.4.8, plus there are various translation updates.
